This error also appears when disabling all extensions.

I have now tested it to ensure the integrity of the latest update of the Zeina theme, so I downloaded an original copy of phpBB 3.3.11 from here:
https://download.phpbb.com/pub/release/3.3/3.3.11/phpBB-3.3.11.zip
and installed it on a local server. I installed the latest update from Zeina theme and it works without any problems. (The image in the attachments is from the test)

Please check if it shows you a message explaining what the problem is, or which files are in error.
These messages usually appear at the top of the control panel page.

If not, please go to your hosting and check the error logs file. Most likely, you will find in it all the errors that occurred while running the site.
