That's because you(or someone else) have assigned them individual permissions. Suppose you have one user and you want to give them special permissions where it can't be achieved by adding them to a group. Instead of creating a new group and assigning permissions to the group you can just adjust the users personal permissions. You could for example create a moderator or Admin without adding them to moderator or admin group.You can also do it with forum permissions. The practice is generally discouraged.
