Users should be agreeing to to whatever privacy policy you have in place before they register on your forum, not afterwards so there shouldn't in theory be any issue of having emails enabled for notifications by default as that should be covered in your privacy policy that emails will be used for important / necessary notifications and that said messages can be toggled on or off per notification type (in-forum and by email).
If you interpret the GDPR narrowly, it makes a difference whether I consent to the processing of my email address 'in general' or whether I explicitly consent to email notifications. This is equivalent to subscribing to e-mail notifications. The user must be given a transparent way to manage or unsubscribe at any time. For example, a link to the notification options settings could be included at the bottom of each message.

However, for the forum I manage, I prefer to disable email notification options altogether. That way forum members have to (and can) decide for themselves if they want to receive email notifications, and if so, which ones.

And there is no default option for this in the ACP! It's set by phpbb and that's it. Not optimal...

This forum is for suggestions and ideas to improve phpbb's forum software. My suggestion is not a silly or unnecessary feature, but an important administrative tool!

There should at least be a default setting that allows me to enable/disable the notification settings completely, or just enable/disable the forum internal notifications.
