Well I guess many hosting companies these days will try to convince users to upgrade to a better plan as they have higher disk space or with the "unlimited x" strategy (which is not true at all).
Depending on their T.O.S. they may increase their prices whenever they want, but 8 times sounds a bit ridiculous imho.
In your situation I would just search another hosting which provides similar package that you current use, but at a better price. A board with 1k topics woudn't be hard to move from a hosting to another, but you'll just need a full backup at first. A full backup consists of your board's database and FTP files.
