The NRU group adds a layer of restrictions on top of their RU permissions.
When they meet the criteria to become a 'proper' user they drop out of the NRU group and stay in the RU group.
However, this only happens the next time they log in after meeting those criteria. It is not an automatic process once the one post has been approved.
An easy to test it is to create a new account and post. Log out, log in with your admin/mod account and approve the post, then log out of that and back in with the test account again and it should now be free to post without approval.
