There are the Email settings page in ACP. Check "Maximum allowed email recipients" and "Email package size" options. However, if you have not received a special e-mail package, almost all companies have a limit of sending a certain number of e-mails per hour.

My cheapest advice: If you don't have very very users, you can use sites like Mailchimp. Get all users' email addresses from the database. But all other legal risks are at your own risk.
