Under load setting there is various settings to reduce load including:
Limit system load:
If the system’s 1-minute load average exceeds this value the board will automatically go offline. A value of 1.0 equals ~100% utilization of one processor. This only functions on UNIX based servers and where this information is accessible. The value here resets itself to 0 if phpBB was unable to get the load limit.
No idea how it goes back online, probably manually .

Make sure "Enable topic marking for guests:" and "Recompile stale style components:" are set to no.

If you see bots on your forum identifying themselves in the guests list make sure to add them to bots group. This by itself can cause a lot slow pages because of the volume of requests creates a lot of sessions.
